		<description><![CDATA[That sounds very familiar and, yes, all the disclaimers and paperwork for thousands of families was created to avoid a handful of lawsuits. Believe me, the special ed staff hate it most of all--you have one set of papers to cope with while they have sets for every child in the program and they did not enter special education to file papers. 

Up here we had NOPAs--notice of proposed action--that I swear had to be filled out and sent home if a child was going to receive training that turned him clockwise instead of counterclockwise. But without the paperwork and the coverage of IDEA, the programs can go away in a budget cut as the gifted/talented program I spent 20 years building will do this year. 

The parents I&#039;ve observed who most successfully navigated the system treated paperwork like doing the dishes, the most expedient way to keep their child healthy. I&#039;m glad your state has the pre-school treatment program and that the transition is built in so that parents aren&#039;t the only ones claiming their child needs specific components.
